Consider/Approve Architect/Construction Manager Proposals for Career Technology Facilities


Preliminary Matters:

I have had several conversations with Anderson Buehler Architects and Lashlee-Rich, Construction Manager, concerning the career technology additions to Obion County Central and South Fulton High Schools. In my opinion, both of these companies have been very efficient and professional in their business dealings with us on the classroom additions at Hillcrest and Lake Road Elementary Schools, and these projects appear to be on schedule. I see no reason to interview architects or construction managers for the career technology facilities; however, the ultimate decision as to whom the Board hires as the architect and construction manager for the career technology facilities rests solely with the Board.

Anderson Buehler’s proposal for the career technology facilities is attached. Through negotiations with Jimmy Anderson, he has agreed to a fee that would have been charged if both projects (classroom additions and career technology facilities) had been combined into one. As for the classroom additions, he charged a lump sum fee and he is willing to give us a lump sum fee for the career technology facilities as well. I, along with Mr. Graham, believe that a lump sum fee is not in the Board’s best interest due to the uncertainties underlying the project. If a lump sum amount is stated to the Board at this time, I feel as though the amount would be too high, due to having to set an amount to cover the uncertainties. Therefore, Anderson Buehler has proposed a fee of 4.25% of the actual construction costs, plus reimbursable expenses that is estimated to be approximately $2,500.

Lashlee-Rich’s proposal for the career technology facilities is attached. Through negotiations with Greer Lashlee, he has agreed to a fee that would have been charged if both projects (classroom additions and career technology facilities) had been combined into one. He has proposed a construction management fee of 4.5% on the first $2,500,000, and 4.25% on the next $2,500,000.

Staff Recommendation:

I recommend that the contracts with Anderson Buehler for architectural services and Lashlee-Rich for construction management services be extended to cover the career technology facilities.
